Starting a university in Florida: decisions before documents

An institutional planning guide to the questions founders should resolve first.

Define the intended institution

Begin with the academic mission, ownership, target learners, degree levels and delivery model. These decisions shape the research required before launching an institution. Do not assume a competitor’s regulatory position applies to your plans.

Identify the responsible authority

Florida’s Commission for Independent Education has responsibilities relating to nonpublic postsecondary institutions. Use its official site to locate current new-institution materials and rules; applicability and decisions belong to the authority.

Organize a consistent evidence base

Treat academic documentation, governance, staffing, facilities and financial planning as connected workstreams. Assign owners and check that descriptions and assumptions remain consistent across materials.

Plan beyond the initial application

Keep authorization, accreditation, SEVP certification and federal aid eligibility as separate workstreams. Build an internal calendar for ongoing obligations and changes. Do not recruit or operate beyond permitted activities.
